Randolph County Schools Pro Officers

The Preventative Resource Officer (PRO) Program is a cooperative effort between schools and law enforcement to improve student's attitudes and knowledge of criminal justice and law enforcement; prevent kids from committing crimes; mentor youth with law enforcement officers to provide a safer school environment; and combine safety and child advocacy, thereby ensuring a better school experience for all West Virginia students. Randolph County Schools currently has three full time PRO Officers in our school. They are Deputy Rocky Hebb, Corporal Ethan Carr, and Sergeant Danny Pennington. ​Hello I’m Deputy Rocky Hebb. I’ve been a law enforcement officer for 22 years and am currently employed at the Randolph County Sheriff’s Office. I have held positions as a Correctional Officer, Elkins City Police Officer, WV Natural Resources Police Officer and a WV Deputy Sheriff for both Upshur and Randolph Counties. I have been involved with the PRO Program for the state of West Virginia for approximately 10 years now and have seen so many great things come from this program. I am excited to still be a part of this program for Randolph County Schools and it is our hope to keep this program going for many years to come. My Office is held at the Tygarts Valley Middle/High School and work along side of two other PRO officers right here in Randolph County, Cpl. Ethan Carr and Sgt. Daniel Pennington.

​My name is Ethan Carr and I am a Corporal at the Randolph County Sheriff’s Office - WV.  I have nearly 10 years of law enforcement experience and have multiple certifications in specialty areas such as Advanced Roadside Impaired Driving Enforcement (ARIDE), Special Weapons and Tactics (SWAT), Field Training Officer (FTO), Prevention Resource Officer (PRO), as well as being a certified firearms instructor for the Randolph County Sheriff’s Office.  I graduated from Shepherd University with a degree in Sociology and Political Science and additionally graduated from the 159th Basic Class at the West Virginia State Police Academy.  My primary responsibility is at Elkins High School.

My name is Daniel Pennington and I am a Sergeant at the Randolph County Sheriff’s Office – WV. I began my law enforcement career in 2014 and have been certified in specialty areas such as Field Training Officer (FTO), Project Lifesaver, and Prevention Resource Officer (PRO). I am a graduate of Elkins High School Class of 2005 and additionally graduated from the West Virginia State Police Academy 160th Basic Class. I coach several youth sports in the area such as Football, Baseball, and Wrestling. My office is located at Elkins Middle School.
